SOFTBANK Group plans to open “Japan Cyber University” (tentative name), a four-year university that will offer all lectures via Internet for correspondence courses, in partnership with a business corporation in Fukuoka City. The university will be operated by stock company Japan Cyber Education Institute (Headquarter: Hakata-ku, Fukuoka City; Representative: Ken Miyauchi, hereafter “Japan Cyber Education Institute”), and use the Government system to set up special economic districts in designated areas. So as to enable the operation of the university by the institute, the City of Fukuoka plans to submit an application to the Cabinet Office for certifying the planned university as belonging to a special economic district in Fukuoka City, where deregulatory treatment is to be granted under the government’s structural reform policy, on February 1.
Japan Cyber University will provide people of all ages with the opportunity to receive academic education by helping them overcome all kinds of constraints. The university’s educational philosophy is to foster people who can play active roles in the international community. As all lectures will be conducted via Internet, students can take courses without constraint due to physical location or time, making it possible for them to gain necessary knowledge regardless of their vocation, nationality or residential area.
If the application for a special economic district is granted, Japan Cyber Education Institute will file an application with the Ministry of Education, Culture, Sports, Science and Technology to establish the university. After obtaining approval from the ministry, the institute plans to open the university in April of 2007. If the plan is realized, Japan Cyber University will be innovative in that it is run by a stock company and all lectures are offered via Internet.
